Why is it so slow for a company to make a decision?

Most of the time, interview decisions are made, immediately after the interview. HR department gets shortlisted candidates list and based on criteria like salary and experience, they decide whom to give an offer. They will not tell you whether you are selected or not until the final candidate accepts the offer, as they keep you as a back up.
