Doctor issues, moms of toddlers?

I just took my toddler to for a reassessment but the doctor thinks he's still behind. IE: not drinking from a cup or drawing things or being able to stack 3 blocks on top of each other. To give a little more information: My son is 19 months and I don't let him play with crayons and I think a cup can wait til he's 2 years old. He can stack two blocks on top of each other. The first assessment was at18 months and she (the doctor) said he wasn't talking much so he needed to come back for anther one in a month. So I brought him back again and this time she seems to think his fine motor skills are a problem. To add, at 9 months his head was measuring a little small so she sent him to pt (physical therapy) and to a neurologist. We found out he just has a small head like me. We spent copious amount of money that didn't need to be spent. And now she wants to send him to a special learning classes. I feel like she's trying to get as much money out of us as she can. I think we need a second opinion, can anyone relate?
