Does weather have anything to do with the fact that New York and Massachusetts hardly produce any MLB talent?

It may be a factor now but wasn't always like that, I played ball in college and we pratciced in the snow, today, they're afraid they might be frostbit if they go outdoors when its that cold. How todays kids are being raised is also a HUGE factor.
