Is there something illegal about this?

I have been living in a basement apartment for the past 8 months, during which a pipe broke, causing waterfalls around my place, the circuit breaker is a 100 amp breaker running a three story house that has a leak coming in from the outside of the house, the landlord knew about this before I moved in as it's the second time that the breaker itself was replaced due to water corrosion, there was a mold spot coming from above the boiler room door( which just so happens to be made out of wood), which he painted over before I moved in instead of removing the affected area. I have animals that could get sick from inhaling the mold as well as myself and my girlfriend. I refused to pay him rent this past month because the same pipe broke... again, spraying copious amounts of water all over the bedroom floor and section of the apartment between the bathroom and the boiler room causing the floor to swell, as well as causing the floor to swell in the upstairs apartment, I fixed this with a D-Clamp. He knew about fixing the pipe from the first time that it burst, because I had asked him to fix it the proper way to begin with, which he refused to do and took the cheap way out by simply cutting and patching the pipe. Had the problem been fixed I would not have withheld rent to him, however it's not and now I have a GAPING hole in my ceiling, it's been like this for months, basically since I moved in. Now today, the heat shut off, because of the breaker box that he didn't properly fix....... and he told me that if i refused to pay rent this month that he would kick me out at the end of the month.... is there any legal recourse that i can take towards the eviction?
